Error messages like "rate limit exceeded" and "Cannot retrieve tweets" appeared as users attempted to navigate the site. 

A USA TODAY journalist, while scrolling through the Twitter app, encountered multiple instances of the "rate limit exceeded" error. 

The precise cause of these errors remained uncertain 

whether they stemmed from temporary limits imposed by Elon Musk or other app malfunctions. 

Elon Musk had implemented a "temporary emergency" measure to block non-logged-in users from viewing tweets and to combat data scraping. 

Musk reassured users that the viewing restrictions would be lifted shortly after their implementation.
