The administration of US President Joe Biden announced on Monday that he would veto a standalone bill backed by House Republicans that would provide aid to Israel, as the White House pushes for a broader measure that would provide assistance to Ukraine and Israel as well as new border security funds. “The Administration strongly encourages both chambers of Congress to reject this political ploy and instead quickly send the bipartisan Emergency National Security Supplemental Appropriations Act to the President’s desk,” a statement from the White House Office of Management and Budget read.
Officials from the Democratic president’s administration have been working with Senate Democrats and Republicans for months on legislation that was unveiled on Sunday. It combines an overhaul of US immigration policy and new border security funding with billions of dollars in emergency aid for Ukraine, Israel, and Indo-Pacific partners.

The $118 billion budget bill would also include humanitarian assistance for civilians affected by worldwide crises. “The Administration strongly opposes this ploy which does nothing to secure the border, does nothing to help the people of Ukraine defend themselves against Putin’s aggression, fails to support the security of American synagogues, mosques, and vulnerable places of worship, and denies humanitarian assistance to Palestinian civilians, the majority of whom are women and children,” the agency said in a statement.

On Saturday, Republican House Speaker Mike Johnson announced that the House would not support the bill that was proposed by both parties in the Senate. Instead, the House will vote this week on a resolution that would exclusively assist Israel. In a statement that was released on Monday evening, Johnson stated that the threat of the president to veto the bill was an act of betrayal. When President Biden threatens to veto funds to Israel and our armed forces, he is abandoning our partner at a time when it is in the greatest need of assistance.

With Donald Trump, the frontrunner for his party’s presidential candidacy, and his closest allies openly voicing opposition to the law, they have called the Senate plan insufficiently strong. The Republicans are bitterly divided over the legislation. In the run-up to the election in November, Trump has made the issue of border security with Mexico a major talking point in his campaign against Vice President Joe Biden.

In November, the House of Representatives, which is controlled by Republicans, enacted a bill that only applies to Israel. However, the Senate, which is governed by Democrats, did not take up the bill because negotiators were working on Biden’s proposal for Congress to approve a more comprehensive emergency security package.
